Community
- Authored a bill protecting the families and finances of Service members while they are away serving our country.
- Authored in the House a bill to compensate survivors of the I-35W bridge collapse while avoiding costly lawsuits with the state.
- Co-chaired a legislative task force on disaster preparedness, leading to important new policies to keep Minnesotans safe.
Economic Growth
The House Bioscience and Emerging Technologies Committee has taken action for long-term state economic growth. Rep. Winkler has authored three bills this session to create a better tax and investment climate for early-stage technology companies:
- Allow an individual income and corporate franchise credit for investing in Minnesota high technology businesses
- Limit the jurisdiction to tax persons investing in certain entities
- Create a start-up business investment fund by providing tax incentives to lure venture capital to Minnesota.
Education
- Authored a bill to eliminate waiting lists for Adult Basic Education classes, where Minnesotans step up the economic ladder by improving their English and earning their GED.
- Authored a bill providing technology standards and funding for all Minnesota schools to move to online testing, efficient administration and better parent engagement.
